A breakdown of the four key components driving inclusive growth and digital transformation in Zanzibar.

 

Component 1

Area-Based Integrated Urban and Infrastructure Development

This component aims to enhance living conditions, improve mobility, and strengthen resilience in urban and peri-urban Zanzibar. It supports comprehensive upgrading of targeted urban areas and smaller towns through infrastructure investments, housing improvements, and public service enhancements.

Subcomponents:

  • Urban Core Revitalization & Mobility Improvements – Road upgrades, pedestrian walkways, and public space enhancements in Stone Town and central areas.
  • Upgrading Fast-Growing Urban Areas – Infrastructure, drainage, and basic service improvements in rapidly expanding settlements.
  • Integrated Local Area Development – Targeted support for towns and local centers, integrating economic, environmental, and social planning.

Estimated Budget: US$126 million

Component 2

Strengthening Institutions for Urban Management & Innovation

This component focuses on enhancing the capacity of Zanzibar’s urban management institutions to plan, regulate, and deliver services effectively. It promotes innovation in governance and introduces advanced digital tools for data-driven decision-making.

Subcomponents:
  • Institutional Capacity Building – Training, policy reform, and human resource development for urban management agencies.
  • Urban Planning and Regulation – Improved zoning, building code enforcement, and spatial data systems.
  • Feasibility Studies & Designs – Preparatory studies for future urban mobility and infrastructure projects.

Estimated Budget: US$13 million

Component 3

Project Management, Monitoring & Evaluation

This component ensures that the project is implemented efficiently and achieves its intended results. It provides funding for coordination, monitoring, evaluation, fiduciary oversight, and stakeholder engagement activities.

Main Activities:
  • Project coordination and management.
  • Monitoring and evaluation of project results.
  • Financial management, procurement, and audit functions.
  • Community outreach and stakeholder engagement.

Component 4

Contingent Emergency Response (CERC)

This zero-cost component provides a rapid-response financing mechanism to reallocate project funds in case of natural disasters, public health emergencies, or other urgent events.

  • Rapid mobilization of resources.
  • Flexibility to address unforeseen emergencies.
  • Maintains continuity of essential services during crises.
